LLDD Placements
SCS has delegated responsibility for the administration and approval for funding of placements at Independent Specialist Colleges.
The Young People’s Learning Agency (YPLA) retains the ISP approval and funding responsibilities, together with the ‘budget’ per local authority to fund these placements.
LLDD Placement Panel
The system of approval of funding for the placements at ISP is through approval of cases at the Placement Panel. The Panel consists of a member of staff from each of the four local authorities with delegated authority to approve the spend.
We are currently undertaking an end to end reivew of the S139A Application and Assessment Process which should be completed by the end of November 2010. Current arrangements are still in place until further notice.

Learning for Living and Work Framework
The Learning for Living and Work Framework is aimed at supporting young people with special educational needs and disabilities from Year 9 (or earlier).
In November last year, local authorities were invited by the Young People's Learning Agency (YPLA) to be involved in the development of a Learning for Living and Work Framework by providing feedback and acting as a test local authority.
Details about our local involvement as a test area, timescales, feedback mechanisms and questions are included in the documents below.
