Foundation Learning
Foundation Learning (FL) provides flexible learning programmes for young people and adults at entry level and level 1. It replaces the Entry to Employment (E2E) programme.
Foundation Learning combines subject or vocational learning with functional skills and personal and social development. This provides learners with choice and the opportunity to specialise – and a clear path towards level 2 qualifications or other goals.
Foundation Learning will be nationally available from September 2010.
Foundation Learning Funding Guidance
The YPLA has been working with representatives of the Local Government Association and provider associations on how provision for learners working primarily at entry and level one will be funded from August 2010. The results of this work have now been published in a Guide to Funding Foundation Learning. This includes details of new flexibilities. An FAQ document is also available.

The LSIS Excellence Gateway Foundation Learning support page
This is a national website and is intended to be a ‘one stop shop’ for Foundation Learning support. It contains news, the Foundation Learning champions’ training programme offer, continuing professional development resources, Foundation Learning action research projects, a discussion forum, events and support activities, key policy documents, guidance materials on delivery and case studies, as well as links to relevant information on other sites, such as, the Qualifications and Curriculum Development Agency (QCDA) website.
