Commissioning
The primary purpose of SCS is to develop an in depth understanding of both young people’s learning needs and the capacity of the provider-base to effectively deliver against these needs. We achieve this through expert analysis of a wide range of data, consideration and initiation of relevant research and through direct discussion with partners and providers.
We seek to encapsulate and communicate our findings through key documents such as Local Commissioning Statements (which set out our priorities for future commissioning) and Local Commissioning Plans (which seek to translate and quantify the commissioning priorities in terms of high level learner numbers across all sectors of learning). Ultimately both statements and plans will be realised through specific allocations to individual providers.
The commissioning process is generally governed by the National Commissioning Framework (NCF). However, following the 2010 General Election the current NCF has been withdrawn and YPLA have been tasked with developing a simplified framework which will apply to the 2011/12 commissioning process and is expected to be published in early Autumn.
This section of the SCS website will contain all of the information (as it becomes available) which partners and providers will require to understand the detail of the commissioning process in general and their specific role within it.
